Treasury Bill: Competitive or Non-Competitive?

In case for people who are not following the latest T-bill news,

The latest T-bill is out for application with the deadline of 20 December 2022, 9pm and the Auction Date 21 December 2022. Please remember to apply latest via internet banking (Cash and SRS) or in person (CPF) by 20 December 2022. For those who want to apply using CPF-OA and CPF-SA funds, please go down in person to our local banks (DBS, OCBC or UOB).

What are Competitive or Non-Competitive bids?

I have some questions from people asking what are are Competitive or Non-Competitive bids? Which one should they choose during the application?

From the Treasury Bills website itself:

Competitive Bid

If you wish to invest in the bond only if it yields above a certain level, submit a competitive bid. You can specify the yield you are willing to accept in percentage terms, up to 2 decimal places.

Note that you may not get the full amount that you applied for, depending on how your bid compares to the cut-off yield.

Tip: A lower yield represents a more competitive bid, as you are indicating that you will accept a lower interest rate. You can submit multiple competitive bids.

Non-Competitive bid

In a non-competitive bid, you only specify the amount you want to invest, not the yield. Choose this if you wish to invest in the bond regardless of the return or are unsure of what yield to bid.

Non-competitive bids will be allotted first, up to 40% of the total issuance amount. If the amount of non-competitive bids exceeds 40%, the bond will be allocated to you on a pro-rated basis. The balance of the issue amount will be awarded to competitive bids from the lowest to highest yields.

You will get the bond at the cut-off yield, which is the highest accepted yield of successful competitive bids.

What does this mean in simpler wordings?

If you choose non-competitive bid, you have to put in the amount that you want to invest in the treasury bill. You will be allocated at the cut-off yield based on the auction results. In another word, for example if you put in 10k using non-competitive bid, if there are some unexpected auctioning results where many of the bidders only bid 2%, and the cut-off yield is 2%, you have to take up your 10k (assuming you are allocated everything) at that 2% despite the low rate.

However, if you choose competitive bid, you can specify the amount that you want to invest in the treasury bill and the yield that you are willing to take in. This means that if you bid 4.3% for 10k, and if the cut-off yield is 4.2%, you will get nothing with all the 10k refunded. If the cut-off yield is 4.4%, you will be given XXk at 4.4% depending on how much you have been allocated in the auction.

If you search around, many of the general advice is to pick non-competitive bid if the investor are not really sure how the auction process works.

However, my advice is to to pick competitive bid to prevent any unexpected auction results from happening where you are given very low yield (such as the example above). The worst case if you get everything refunded and use you can use your funds somewhere else rather than stuck in super lower yield treasury bill. This scenario is unlikely, but who knows? Previous previous cut-off yield was 3.9% oversubscribed whereas last cut-off yield was 4.4%?

What yield should you put in for competitive bid?

Let’s do a comparison on the alternatives.

Fixed Deposit

Upcoming Treasury Bill is for 6 months, for fair comparison we should compare to 6 months Fixed Deposit. The highest now is 3.95% for CIMB (see below).

Other alternative

Let’s compare – The Conclusion

As above, the highest fixed deposit for 6 months now is 3.95% for CIMB whereas 4.2% p.a. for MoneyOwl Wisesaver.

With the fact above, if I am going bid for the upcoming Treasury Bill, I will use Competitive Bid and put the bid as:

  • at least 4% if I want a higher than 6 month Fixed CIMB Rate (if I don’t believe WiserSaver can maintain 4.2% of higher going forwards)
  • at least 4.2% if I believe that the interest rate will remains high under current FED policy such that MoneyOwl Wisesaver will maintain 4.2% or more (which I think will happen, given that the underlying Fullerton Funds invest in FD itself).

Many investors like dividend investing. Most of us will go the through of dividend investing to get passive income or cashflow. Most will pick Dividend Stocks after their own analysis.

What are Dividend Stocks?

Dividend stocks are companies that pay out a portion of their profits to shareholders as a form of distribution. These payments can come in the form of cash, stocks or both.

Dividend stocks pay out dividends based on how much money they make, so they can be good investments if you’re looking for steady returns and don’t mind waiting for them.

However, by picking individual stock, like other investment, there is always the risk of capital loss, or in the worst case where the companies go bankrupt. Thus, another better alternative for those who don’t like to pick individual stock, you can go for Dividend ETF.

What are Dividend ETFs?

ETFs (exchange-traded funds) are mutual funds that trade like stocks on an exchange. They’re designed to track an index like the S&P 500 or Dow Jones Industrial Average by buying all the securities included in those indexes. They hold all these stocks in proportion to their weighting within the index they’re trying to replicate, so they tend to match its performance very closely over time.

Dividend ETFs are a great way to earn passive income. They’re easy to buy, and many of them pay monthly dividends. Some characteristics of Dividend ETFs.

  • Dividend ETFs invest in companies that pay dividends. When you own shares in a dividend ETF, you get paid when the fund makes money from its investments. The income from these investments is called “dividends.”

  • Listed: London
  • Number of Stocks Held: 3754
  • Methodology:
    • The Fund employs a passive management – or indexing – investment approach, through physical acquisition of securities, and seeks to track the performance of the performance of the FTSE All-World Index (the “Index”).
    • The Index is comprised of large and mid-sized company stocks in developed and emerging markets.
    • The Fund attempts to: 1. Track the performance of the Index by investing in a representative sample of Index constituent securities. 2. Remain fully invested except in extraordinary market, political or similar conditions.
  • Expense Ratio: 0.22%
  • Distribution Frequency: Quarterly
  • Distribution Yield: 2.2%
  • Remarks by Careyourpresent: This ETFs hold thousands of stocks over the world which will let you sleep well at night. Typically, people will hold this is a world ETF under the popular index investing methodology. You will get both growth and yield (but low yield) at the same time. However, one key disadvantage is this that although this ETF is termed as “All World Index” but this fund actually is tilted towards the western economics which you can see from the chart above.

    • The Index is comprised of large and mid-sized company stocks, excluding real estate trusts, in developed and emerging markets that pay dividends that are generally higher than average.
    • The Fund attempts to: 1. Track the performance of the Index by investing in a representative sample of Index constituent securities. 2. Remain fully invested except in extraordinary market, political or similar conditions.
  • Expense Ratio: 0.29%
  • Distribution Frequency: Quarterly
  • Distribution Yield: 4.1%
  • Remarks by Careyourpresent: This ETFs hold thousands of stocks over the world which will let you sleep well at night (lesser than VWRD but still holds lot of shares). You will get some growth but with lesser yield at the same time as this ETFs hold stocks with higher yields. However, one key disadvantage is this that although this ETF is termed as “All World Index” but this fund actually is also tilted towards the western economics which you can see from the chart above.

  • Methodology:
    • The Fund aims to achieve a return on your investment, through a combination of capital growth and income, which reflects the return of the MSCI World High Dividend Yield ESG Reduced Carbon Target Select Index.
    • On 1st June 2022, the benchmark changed from MSCI World High Dividend Yield Index to MSCI World High Dividend Yield ESG Reduced Carbon Target Select Index. The change will be reflected in the benchmark data.
  • Expense Ratio: 0.38%
  • Distribution Frequency: Semi-Annual
  • Distribution Yield: 2.9%
  • Remarks by Careyourpresent: This ETFs used to hold thousands of stocks over the world which will let you sleep well at night. However, as of 1 Jun 2022, the benchmark index has changed and now it only hold 164 stocks. I used to like this ETF very much, but this has become much lower on my list due to lower diversification and lower yield.

iShares Core MSCI EM IMI UCITS ETF (USD) – EIMU

  • Fund Manager: Blackrock
  • Listed: London
  • Number of Stocks Held: 3126
  • Methodology:
    • Exposure to over 2,800 large-, mid- and small-cap emerging markets companies
    • Entire market exposure means not missing out on potential growth surprises from often overlooked smaller companies
    • Use at the core of a portfolio to seek long-term growth
  • Expense Ratio: 0.18%
  • Distribution Frequency: Semi-Annual
  • Distribution Yield: 3.12%
  • Remarks by Careyourpresent: This ETFs hold 3126 stocks from the emerging markets companies. For those who are keen on emerging markets can consider this. You will get some growth but some yield at the same time. One key risk is the delisting/removal of some of the stock’s holdings in the emerging markets by iShares due to political issues.

Dividend Index Investing

For the above 4 ETFs that I have shared, they are also commonly used by investors in SG markets as part of their index investing. However, do note that for most index investors, usually they would buy the non-distributing version (VWRA, IWDA, EIMU, ISAC etc) so that they would not need to reinvest the dividends since the ETFs do it automatically for them.

For dividend Index investors who want low expense ratio, diversification, lesser withholding tax (10% for LON ETFs) as compared to buy US ETFs directly, peace of mind with some growth and yields, the above are ideal choices for them.

Of course, there are many are dividend ETFs which are good too (such as ASDV, VDC, VAS, NOBL etc which are in my watchlist). Perhaps I will share them in another article in future.

Ok, I am not sharing my view on what is the best investment strategy in world, but I am sharing about ChatGPT which is getting hot recently. What is this actually? Put in layman term, it’s an AI Algorithum created by OpenAI where you can ask questions and it will answer you, reply to you, follow up with conversion smartly etc.

Market Update – RED! and How much would the yield be for the next BS22125T 6-Month T-bill?

In case for people who are not following the latest T-bill news,

The latest T-bill is out for application with the deadline of 20 December 2022 and the Auction Date 21 December 2022. Please remember to apply latest via internet banking (Cash and SRS) or in person (CPF) by 20 December 2022. For those who want to apply using CPF-OA and CPF-SA funds, please go down in person to our local banks (DBS, OCBC or UOB).

What would the yield be?

The last 6-Month cut off yield was at 4.4% (historical high). What would the upcoming yield be? Given that there was a rate hike yesterday and the FOMO due to last 4.4% and the data in the MAS website, quite likely, it will be around 4 to 4.3% for the upcoming T-bill (very likely is less than 4.4%). If you would like to have some risk-free assets, do consider it.

Would I submit a bid for the auction?

Personally, I won’t.

This is because I have enough emergency funds with SSB (I prefer to lock 2.5%-3%+ for 10 years, with the flexibility of being able to take out the funds within the maximum of 1 months).

My other funds are kept with UOB, OCBC, FSM and Money Owl which I have shared in my earlier post on Best places to put Liquid Cash now, especially with Money Owl which also give 4.2% with full liquidity. I need these cash to take advantage of the following…

Market updates: Are you feeling FOMO now?

FOMC Update

There was a minor red last night after FOMC meeting – no crash yet but FED still raise rate by 50 basis points, taking the borrowing rate to a targeted range between 4.25% and 4.5%, the highest level in 15 years. 2023 Terminal rate = 5.1% (5.0%-5.25%)

Higher Debts Instruments

Those holding higher Debts instruments such as Reits or company that is highly geared should still be careful. Now is the market bear rally thinking FED will pivot. CPI now is 7.1% but the terminal rate is 2%, very far from now.

I think the real picture will come during the next report seasons – we will see how far the interest affects the earnings of the companies. As saying goes, its only when the tide goes out, then we will see who swimming is naked.

Quite likely the rate hikes etc won’t affect the market much as of now, but the earnings or any sudden black swan (collapse of big companies due to poor earnings in recessions etc or any unexpected events) might. Do be careful and plan well.

Technical Points of view

From TA point of view, S&P 500 possible upside to test 4300 first or sell off to break below 3500. Daily chart shows higher highs and higher low whereas weekly charts show lower highs and lower lows.

Crypto Updates

There are lots of FUDs information about Binance for the past few days. Quite likely this will make Binance stronger, showing that they can make it through the current stress test. However, for those who are concern/worry, do consider putting your coins in hard wallet. Ultimately, not your wallet, not your coins.

Conclusion

In my view, market will come down, but the question is when. My sense is that it will be soon. Plan and pace your buy, keep your job, lock up your emergency funds somewhere in high yielding accounts, SSB, treasury yields, MMF etc.

Remember to only buy companies/cryptos that pass your sleep test. Stay safe everyone!

Liquid Cash

We all like to make our liquid cash work harder for us. Treasury Bill recently was 4.4% (getting hot) but no guarantee that you will get the amount you want, money will also be locked up for 6 or 12 months.

Of course, there is OCBC 360 giving 4% and UOB ONE giving 5% but you need to do quite a few things before you can get the rates.

For those who want real liquid money (and hassle free) I would recommend 3 options. I will never share things that I never use, so as disclaimer I have all 3 of the options below.

Option 1: MoneyOwl

It is investing in Fullerton SGD Cash Fund – Class A (SGD) which invested mainly in SGD Fixed Deposit and backed by Temasek. MoneyOwl itself is under NTUC income. It is as safe as you can get!
